Access to Student Support Documents
Classified Staff have the legal right to access AND provide input on the following documents for students you directly support:
- Individualized Education Programs (IEPs)
- 504 Plans
- Behavior/Safety Intervention Plans
- Medical Support Protocols
It’s in our contract and Oregon Law!
CSD Classified Contract (Section 6.8)
- The district will provide annual notification and access to these plans for all classified staff supporting students with special needs.
- If plans are newly implemented, updated, or terminated during the school year, the district will notify you as soon as possible after the change.
Oregon Senate Bill 756 (2023) and ORS 343.068
All school district employees assigned to work with a student with specialized needs must be:
- Consulted when the education plan for the student is being developed, reviewed or revised, including being invited to, and compensated for attending, meetings regarding the student’s individualized education program, 504 Plan or behavior intervention plan.
- Provided with adequate training (by the school district) to safely carry out each of the specialized duties assigned to the school district employee related to the implementation of an individualized education program, 504 Plan, behavior intervention plan or medical support protocol
Classified Contract: Article 23.1.4 Reporting
Unsafe or unhealthful practices and conditions should be called to the attention of those responsible, whether employer or employee, and once so identified should be investigated and resolved as soon as possible in accordance with district policy, established protocols, and state and federal safety laws.
If a bargaining unit member is assaulted, injured, or threatened in connection with District employment, the bargaining unit member will immediately notify the principal and/or their supervisor and will complete the District’s incident report form. Copies of this form will be available in each building and online. The employee will consult with their supervisor or designee to make a plan to help them prepare to re-engage in their job duties including taking an additional fifteen (15) minute break and check-in regarding the incident. This additional break is separate from their regularly scheduled breaks. If a classified staff member must use a physical restraint with a student, that staff member shall have a consultation/check-in with their administrator or designee.
Any bargaining unit member who believes that an assigned duty is unsafe or is injured shall report this information to the building principal and/or supervisor. The bargaining unit member may be assigned or request to be assigned other duties pending investigation at the discretion of the Superintendent or Human Resources Director. There will be no loss of pay or any other retaliation for asserting the right to report.
If any student is causing injury to staff members on a patterned or routine basis, the school administration or employee subject to injury, may request to convene a response team in order to review and if needed update the student’s safety plan. Once the request for review is made in writing, the response team has ten (10) workdays following the date of request, to conduct their review and inform the employee of the outcome in writing

Each contract cycle, a number of your classified peers enter negotiations with the District to improve the benefits, conditions, and quality of work for all bargaining unit members.
This multi month process results in a new contract for classified staff. Our current contract will be effective until June 30th, 2027.
